You can now call the Jacksonville Utility Billing Line to make payments over the phone 24 hours a day!
Please call 541-702-1071 to make payments on your Jacksonville City Services Bill.
You will need your complete account number, which is a nine digit number consisting of six digits, a dash, then three digits. An example would be 000000-000. You will enter the first six digits followed by the # sign; then the remaining three digits followed by the # sign. The prompt will tell you the service address associated with the account and if that is correct, the balance on the account. You will then enter prompts to make a payment on your account.
We have also implemented an E-Payment Page on our City website. When you click on the "Payments" radio button it will take you to the E-Payments Page, which looks like the following:

When you click on the link "Jacksonville's City Services Bill Payment and Online Account Management System" it will allow you to either make a Quick Payment, which is a one-time payment, or set up a profile. Setting up a profile enables you to see your current balance, billing history, payment history and set up payment methods.
To set up a profile you will need the last name on the account and your complete account number, which is a nine digit number consisting of six digits, a dash, then three digits. An example would be 000000-000. When creating your password, make sure that your password meets the criteria, otherwise you will get an error upon set up. The password criteria is as follows:
Password must be at least 8 characters in length, and include three of the following:
- Lowercase Letters
- Uppercase Letters
- Numbers
- Special Characters (!, @, #, $, %)
