New City Hall, formerly known as the historic Jackson County Courthouse, contains various city departments off the main hallway. On the walls is a permanent exhibit of historic photographs of life in Jacksonville from the 1850s to the 1920s.

The Human Resources (HR) Director is responsible for the administration of personnel policies, employee relations, employee benefits, classification and compensation, personnel records, labor relations, performance management, collective bargaining, and contract interpretation, as well as serving as a resource to department directors and supervisors in all matters involving employees.
