(A) Purpose: To review, advise on and make recommendations to the City Council to adopt a budget by June 30 for each fiscal year. The approved budget will include State Revenue Sharing, assumed hourly wage and the budget itself. The committee shall work with the City Administrator and the Treasury to achieve this goal following all the rules and regulations associated with State Budget Law.
(B) Composition and meeting frequency: The committee is made up of an equal number of all City Council members and an equal number of Budget Committee members. If there are not enough volunteers able to serve then the budget committee shall be made up of those able to volunteer and the entire City Council. The committee shall meet a minimum of two times per year.
(C) Qualifications: A knowledge of the budgeting process and the ability to learn and understand the governmental accounting side of budgeting. The committee members shall live within the City limits of Jacksonville and be a qualified elector. State Budget Law states that the term of service is three years.
