(A) Purpose: To develop and recommend to the City Council for approval, programs, projects and policies for acquisition, improvement and operation of motor vehicle off-street parking facilities to meet public requirements. The committee shall also hear and consider grievances, objections, remonstrance and suggestions from all persons affected by public parking policies or facilities within the off-street parking district and make its recommendations to the City Council regarding such issues.
(B) Composition and meeting frequency: The committee shall consist of six members including one member at large and one City Councilor as liaison who shall be a non-voting member. A quorum of three voting members shall be necessary to conduct the business of the committee. The committee shall hold special meetings and sessions as it may deem necessary to the conduct of its business.
(C) Qualifications: Four of the committee members must own, operate or occupy a business or professional premises in the off-street parking district.
